Specifically under the wing of Admiral Harrison, who sees mermaids as just another kind of animal to experiment on.
But he often defies the admiral's orders.
And the admiral definitely seems like someone you wouldn't want to cross.
He carried out painful experiments on Donna.
Decker extracted her spinal fluid so he could research mermaid stem cells.
But he does seem to be sorry about it.
And it seems genuine...
He managed to track Chris all the way to Alaska.
No one seems able to escape his surveillance network.
But he let him go unharmed.
Decker convinced the admiral not to "dispose" of Chris, as had been their original plan.
He could be using Elaine against Ben.
He has taken a suspicious amount of interest in her condition.
But maybe his intentions are actually noble.
The results of his experiment so far have been amazing, and they could be life-changing for Elaine.
He is under the spell of the siren song.
Which means he might just side with the mermaids.
But that doesn't mean he will stop his research.
